A partir del 1 de marzo del presente año a los importadores frecuentes que utilicen el despacho anticipado se les aplicará, con posterioridad al levante de su mercancía, la verificación del valor declarado, de acuerdo con el Decreto Supremo No. 018-2018-EF. El principal beneficio será una reducción significativa en el tiempo de liberación de sus mercancías.
Así, mientras que en el régimen normal de importación (despacho diferido), el tiempo de liberación de mercancías de los importadores frecuentes es de 132 horas, con el despacho anticipado éste se reduce a 15 horas, es decir estos operadores tendrán una disminución de más de 100 horas para el desaduanaje de sus mercancías.
Es importante indicar que en el año 2017 del total de declaraciones de importación presentadas el 45% fueron realizadas por importadores frecuentes. En términos de valor, las operaciones efectuadas por importadores frecuentes representan el 61% del valor importado. De igual manera, el 60% de las operaciones de importación utilizando el despacho anticipado fueron efectuadas por los importadores frecuentes.
El despacho anticipado es un servicio de la SUNAT que agiliza las importaciones pues al contar con información de las mercancías antes de su arribo al país, permite gestionar a la administración aduanera el riesgo y hacer más eficiente el control.
El citado Decreto Supremo dispone que el régimen de importador frecuente culmine en junio del 2019, con la finalidad de incentivar a que estos importadores logren la certificación de Operador Económico autorizado (OEA) y con ello, además de la disminución del tiempo de liberación de mercancías, la nueva norma busca impulsar otros beneficios tales como:
